According to Pinellas County Jail records, a Lakeland man has been arrested and charged with terrorist activity during a June protest in St. Petersburg.
In reporting from WFTS, Abraham Naveed Quraishi, 26, of Lakeland, parked his car beside barricades outside the St. Petersburg Police Department during a June 3 protest with a Molotov cocktail and loaded weapon inside. That fact was allegedly discovered later by police.

In his arrest affidavit, it was noted: “If the defendant was not arrested, there is reason to believe the defendant was going to discharge the device.”
In his initial booking on June 4, Quraishi was charged with resisting an officer with violence, concealed firearm in commission of felony, unlawful assembly and inciting a riot — all felonies. The arrest was made after Quraishi “threw a round of ammunition at the direction of officers during the protest,” WFTS reported, and he was discovered carrying a loaded firearm without a permit. He was released June 17 after paying $110,000 cash bond, according to jail records.
Quraishi was booked back into the Pinellas County Jail on July 28, according to jail records, and charged with felonies for terrorism/terrorist activity and making or discharging a destructive device. He was released Aug. 7 on combined $100,000 surety bond — $50,000 on each charge.
Court documents note that following the June arrest, Quraishi contacted his uncle from jail directing him to tow his locked vehicle to a location in Pinellas Park. During the investigation of Quraishi’s actions at the protest and the vehicle he had parked at the barricades outside police headquarters, a Molotov cocktail was discovered inside the vehicle. Police reported that a test of the device was positive for a flammable liquid.
Documents showed, according to the WFTS report, that concerning videos were found on Quraishi’s cellphone that allegedly showed him outside the police station, driving by the old police department building and the new St. Pete Pier with captions that included: “thinking about” and “pigs guarding the pier I ran a few nights ago.”
The pier video, according to the television station report, allegedly showed Quraishi panning his cellphone to a Molotov cocktail and rifle inside the vehicle.
The videos, WFTS reported, citing the arrest affidavit, depicted “apparent reconnaissance from high vantage points of SPPD and other critical infrastructure.”
Pinellas County Jail records also show that Seanfrancis Kavanaugh Ziegenbein, 23, of St. Petersburg, reported by WFTS as Quraishi’s roommate, was arrested Wednesday and charged with making or discharging a destructive device. His arrest affidavit alleges he set off a Molotov cocktail in a St. Petersburg parking lot. Ziegenbein was released Thursday on $15,000 surety bond, according to jail records.
Quraishi is being represented by Attorney James R. Amarosa II of Tampa. Case documents filed with the Circuit Court for the Sixth Judicial Circuit in Pinellas County show Quraishi waived his right to arraignment and entered a not guilty plea.
On Aug. 5, two days before his release from jail, Quraishi filed an “invocation of constitutional rights” document to the court invoking his right to remain silent under the 5th and 6th Amendments of the U.S. Constitution.

Also concerning, police say, are several videos investigators uncovered on Quraishi’s phone.
One video, according to court documents, shows Quraishi outside the St. Pete Police Department with his rifle, captioned “stay home.”
Another allegedly shows Quraishi holding a firearm passing by the old St. Pete Police building with the caption “thinking about.”
A third video shows Quraishi driving by the new St. Pete Pier with the caption “pigs guarding the pier I ran a few nights ago.” The video allegedly then shows Quraishi panning the camera to a Molotov cocktail and a rifle.
A report also stated that these videos depict “apparent reconnaissance from high vantage points of SPPD and other critical infrastructure.”
ABC Action News reporter Ryan Smith reached out to local St. Pete protesters who said “the one person who met him that night claims that he traveled from Polk County to protest and has not been back consistently since.”
Just this week, police say they arrested Quraishi’s roommate for setting off a Molotov cocktail in a St. Pete parking lot.
Seanfrancis Ziegenbein, 23, is charged with making or discharging a destructive device.
The Tampa attorney who is now representing both defendants told ABC Action News reporter Ryan Smith he had no comment when called Friday.
St. Pete PD issued the following statement following the two men’s arrests:
“Our detectives are still working diligently on active ongoing investigations on co-defendants Abraham Quaraishi and Seanfrancis Ziegenbein. For this reason, we cannot provide any additional details.”
